Hi Everyone
Hope you enjoyed the sunshine!
It was good to see so many people at our last Network Meeting on the 17 June – standing room only!
TQS was clearly an important issue for members and Eddie Cox from Platinum gave a useful update on his experience.
We are looking to arrange a ½ day workshop on the 4 August and would welcome you registering your interest in this with Caroline Stirland our new Quality Coordinator.
With so much happening across all fronts we will continue to provide short updates on a range of topics. In this issue Paul has written a short piece on the Foundation Learning Tier.
Our OFSTED monitoring visit held on the 23 June went well. We are now busy preparing for our re- inspection.
Some of you may be aware of the work taking place around the Quality Assurance of Collaborative Provision, for those that aren’t, I have included an update.
Our next Network Meeting to be held on the 23 September and will cover The National Apprenticeship Service, Peer Review and Minimum Levels of Performance.
We will also seek to have performance data for discussion.

Please see the attached analysis of the unemployed live register as of 30 June 2009.
The current total of young people 16-19 registered as unemployed is 766 which is slightly up on last month (748). The registers do rise at this time of year as young people who’ve left school or college start to register with Connexions, peaking in September/October. The totals for each work area for the last quarter are as follows:

Early Notification of EMFEC Training Event

Ofsted's New Inspection Framework

EMFEC are fortunate to have Clive to deliver this training, on the long-awaited new Inspection Framework, and managers will find it a useful presentationto glean the key aspects for dissemination in their respective organisations.
The framework will list the questions inspectors must ask, so it will be useful to receive advice from an inspector on the type and variety of evidence that providers will be expected to show.
Certainly it is known that the new Framework could present significant challenges to organisations; e.g. with renewed and increased emphasis on safeguarding and equality and diversity.
Limiting grades/judgements will be explained in relation to safeguarding and equality and diversity; and the various contributory gardes, including value for money.
A more detailed programme will be circulated in July; in the mean time do encourage colleagues to register their interest now as this is likely to be a popular event.

A Once in a Lifetime Opportunity
Students on an e2e programme at Access Training Nottingham were both excited and slightly nervous when they were invited by The Rt Hon Baroness Hayman, Lord Speaker, to attend a youth debate in The House of Lords. It is only the third time in history that the House of Lords has been opened to non-members in this way. 170 young people from across the country met up to be seen and for their views to be heard by members of the Lords.
Access Training work in partnership with the YMCA Nottingham to offer a media course and the invitation came about through them – a positive benefit of partnering!
There were to be three debates, each chaired by Baroness Hayman, the subjects being:
Talent vs Celebrity – Should society promote people with no obvious talent such as WAGS and reality TV stars? Does this have an effect on our ambitions?
What’s my talent? – Do we know what we’re good at? Do we get enough opportunities in school to try out different things? If we do, are we given enough opportunities to develop these talents at youth clubs for example?
Perceptions in the Media – Do the media talk about all the good things we do or does it focus on the negatives? Is this particularly the case for marginalised groups such as refugees and asylum seekers?
Each debate was conducted in exactly the same way as the Lords themselves debate and protocol was observed. Although the proceedings were formal and the event was being televised, all the officials tried really hard to put everyone at their ease with the end result being that all debates were lively and interesting.
Ashley Clifford , an Access Training student chosen to do the closing speech for the Talent vs Celebrity debate said “I’ll admit to being nervous but when I thought about how few people can put ‘spoken in a debate at the House of Lords’ on their CV, I was determined to go through with it!”
“ We couldn’t believe it when we were actually in the Houses of Parliament. It was such an amazing building. Everyone was really friendly and we even had tea and biscuits in a really posh dining room. We shall definitely be taking more interest in the news about Parliament in the future” said Aisha Miller and Xhida Krasniqi.
Upon return to Nottingham the e2e students composed a letter of thanks to The Rt Hon Baroness Hayman and the Manager at Access Training for what can only be described as a once in a lifetime opportunity. |
Ollerton E2E Case Study
Nicholas was referred to Ollerton E2E by his Connexions PA. He started on programme on 7th January 2009. He was a very vulnerable young person with a very poor school attendance record. Nicholas had been the victim of serious abuse in the past and was still very frightened to go out in the daytime because of bullying by local young people.

Engage Train to Gain Website
Train to Gain Engage is the website for employer engagement staff, training providers and anyone else working to engage employers in the Service.
It provides you with the information and resources to inform employers about the Train to Gain service, explaining:
- what the Service is and how it benefits employers

- how Train to Gain works with other organisations

NETA Apprentices Promotion at CNTL Ltd
Jonathan and Danny have recently been promoted at CNTL Ltd, based in Bulwell, Nottingham. CNTL is an engineering company producing high specification components for the aerospace and automotive industries including Rolls Royce. The company is expanding and will move in to purpose built premises in the summer of 2009.

Meet The NTN Team - Quailty Coordinator

Hello Everyone
I would like to take this opportunity to introduce myself to you all. My name is Caroline Stirland and I joined NTN in June as the company Quality Coordinator.
Although I have worked for the last 10 years in Quality, this has been predominantly in Manufacturing and Engineering. As you can imagine therefore, the Education and Training industry sector is a whole new experience for me. That said however, I am very excited to be joining the company at such a pivotal time in educational and funding reform and look forward to working with all our members, subcontractors and external bodies to positively affect the quality of provision, the learner experience and promote WBL.
My priorities over the coming months, amongst others, will involve the SAR, TQS, assessing and developing internal quality systems, Peer Review and collating and analysing MI. Further to this end I would really appreciate any feedback you have in relation to the services and functions NTN provide. We are wholly committed to continual improvement, and your honest and constructive comments are invaluable in enabling us to meet your requirements and further develop our systems to ensure we provide excellent standards of quality and customer service.

The Foundation Learning Tier (FLT).
What is the FLT?
The FLT is used to describe the range of provision and learning available at entry level and level 1 and forms part of the 14/19 reforms. The FLT is an LSC and QCA led reform of provision below level 2. It was developed in response to concern that for some learners the ‘gap’ from entry level to level 2 is either too large, too complex or quite simply ‘inaccessible’ for some learners. The FLT is made up of credit-based units and qualifications forming part of the Qualification Credit Framework (QCF). There will be clear progression routes (called Progression Pathways) that will enable learners to step forward to the next level in-line with career and life aspirations.
Progression Pathways.
Within the FLT, Progression Pathways will be the main organising structures. They are designated as ‘frameworks for learning’ that are themselves drawn from the QCF. The Pathways are:

To a first full Level 2
-
To a Level 2 apprenticeship framework
-
To independent living or supported employment
-
To a foundation (Level 1) Diploma or GCSEs
(Please note the QCF does not include pre-entry level qualifications).
When is the FLT due to be introduced?
Currently there is a number of ‘pilot phases’ running as I write. Feedback is being generated as a result of these which will be taken into consideration as part of the development plan.
It is envisaged that by 2012/13, the FLT will replace current E2E provision as part of the 14/19 suite of qualifications and provision linked to work- based learning programmes.
What are the anticipated benefits of FLT?
These are numerous and encompass the following:

To increase the level of achievement and progression from below Level 2 to Level 2.

A simple, effective structure allowing for the build up and transfer of credit over time.
-
FLT is designed to support ‘personalised learning’ allowing learners to progress at their own pace.
-
To increase the levels of achievement relating to literacy and numeracy skills.
