This exciting event is part of an LSIS project funded through the Regional Response Programme and consists of representatives from IBA, EMFEC, EMCETT, NTN, NIACE, NACRO, JSIC RSC EM, Public Sector, PCT, LSIS, JCP, DLDC, Voluntary and Community and of course work based learning!
The attached document provides an overview of the project which has addressed key issues, networked the networks and identified measurable added value.

On 28th June 2011 BIS published Students at the heart of the system the Higher Education White Paper. Due to the NMW for Apprenticeships changing to £2.60 per hour as from the 1st October 2011, I would appreciate you adding the following paragraph to the Important Other Information section within the vacancy.
From the 1st October 2011 the National Minimum Wage (NMW) for apprentices for young people aged 16-18 and those aged over 19 in the first year of their Apprenticeship. The new rate is £2.60 per hour. The new NMW applies to time working plus time spent training as this is also part of the Apprenticeship. Anyone not covered by the age category above will be entitled to the NMW appropriate to their age.

Celebrating 100 years of EMFEC, "An audience with ..." is an opportunity to hear insights from and to question the key leaders, commentators and policy-makers from the Further Education Sector. So far confirmed are Martin Doel, OBE, Chief Executive of the Association of Colleges, David Hughes, the new Chief Executive of NIACE, Nick Linford from Lsect and FE Week, and Toni Fazaeli of the Institute for Learning.
Chaired by West Streeting, Chief Executive of the Helena Kennedy Foundation, the Conference will take place on 18 - 19 January 2012 at Staverton Park Hotel, Daventry, and will launch a year of activity to celebrate EMFEC's first 100 years. The Conference will not only look at the past - it will also look to the future and examine what this may hold not only for EMFEC, but also for everyone in the post-16 learning and skills sector.
Day one of the Conference will start with a pre-conference evening dinner and charity auction to allow debate, discussion and networking in a relaxed and sociable environment. EMFEC’s adopted charity for 2012 is the Helena Kennedy Foundation, and the charity auction will be the first in a series of fundraising events.
The second day of the Conference will be a full day with key note speakers and workshop leads who will inspire and stimulate debate about the challenges the sector faces.
On the afternoon of the 18th, there will be an AoC East Midlands Chairs of Governors and Principals’ Policy Forum prior to the networking dinner.

This policy briefing seminar will provide an overview of the findings and recommendations of the Ofsted review on provision for disabled learners and of the proposed changes to the Common Inspection Framework.
It will be an opportunity to shape your own organisation's response to both of these important Ofsted documents. A member of the Ofsted review team will talk about the Progression post-16 for learners with learning difficulties and/or disabilities review. The discussion will be about its findings and recommendations made to the Department for Education (DfE), the Department for Business, Innovation and Skills (BIS), Local Authorities and providers.
Background
On 23 August 2011 Ofsted published the report Progression post-16 for learners with learning difficulties and/or disabilities. Just over a week later, Ofsted announced the start of a consultation period on proposals for implementing a revised Common Inspection Framework (CIF) for 2012. The proposals in both of these Ofsted publications will impact on the development and quality of provision for learners with learning difficulties and/or disabilities.
The review on which the report is based focused on learning and skills provision for learners up to the age of 25. Its findings add weight to the plans to improve transition arrangements detailed in the DfE SEN and Disability Green Paper. Whilst Ofsted found some strengths in provision for disabled learners the review also highlights issues that have been of concern to the sector and to NIACE for some time.
The revision to the CIF proposes a number of changes including the removal of the current 'limiting' contributory grade for equality and diversity with arrangements that will "...place greater emphasis on the impact for learners and reduce the focus on policies and procedures."
This policy seminar will consider:
how should the sector respond to the findings and recommendations in the Ofsted review;
will the proposed changes to the CIF support the recommendations made in the Ofsted review; and
what needs to be done to ensure that the quality of provision for disabled learners improves, and that the inspection framework recognises and supports the continued development of effective practice for disabled learners?
The event will be of particular interest to:
senior managers, lecturers and teaching staff in further and adult education services, workbased learning, independent specialist colleges and voluntary and the community sector;
Local Authority transition and person-centred planning co-ordinators;
Connexions and IAG professionals;
schools transition staff; and
YPLA and Skills Funding Agency staff with responsibility for learners with learning difficulties and/or disabilities.

'Have a Go' at the September Skills Festival

Deadline for schools to apply was originally 16/9 but can be extended as plenty of spaces – depends on whether schools can make their arrangements in time.

The YPLA is aware that there are issues with the funding rates for Construction Skills diplomas.
· The recommended guided learning hours (and therefore the initial/original funding rate) are based on notional learning time, which is usually higher than the guided learning hours.
· Some providers may not be completing the ILR correctly to indicate that the whole content of the qualification is not being delivered in the reported learning aim.
The second issue results in providers over claiming funding. It has also led to the YPLA setting funding rates that make delivery unviable, as the ILR data is used in the annual review of funding rates.
The ILR should show, through the proportion of funding claimed, when less than the whole qualification is delivered. This is common when a learner progresses, as they require fewer teaching hours: only the ‘top up’ portion of the diploma is delivered. If providers do not complete the ILR field (A51a, proportion of funding remaining) that indicates that the full qualification is not being delivered, then the annual review interprets the lower ‘top up’ delivery time as the delivery time for the full qualification. When the majority of providers make this mistake, the funding rate resulting from the annual review is too low.
The YPLA has consulted with Construction Skills and provider representatives (AELP and AoC) to determine what the appropriate rates for all diplomas are. The SSC have agreed that the SLN glh (the funding rate) for diplomas at levels 1 and 2 should be equivalent to the notional learning time, and at level 3, the SLN glh should be 90% of the notional learning time.
The changes to SLN glh values will be made immediately, to take effect in 2011/12. As providers have already received their allocations, there will be no effect on the overall funding received for 2011/12. However, providers may see that their outturn for the year is lower than expected, because of the reduced funding rates. This reduced outturn will affect future years’ allocations.
The Learner Information Suite (LIS) now has a data self-assessment test (DSAT) to show where errors may have been made in completing ILR field A51a/proportion of funding remaining. Providers should make use of this planned guided learning hours comparison report to ensure that their data is correct. The report compares the average planned guided learning hours (glh) for each learning aim with the national average, and where there is a difference, the aim is listed as a potential mistake.
All principals and heads of institutions must ensure that correct ILR data is returned, so that they are able to sign off accurate funding returns, as well as ensuring that the annual review recommends the right funding rates. If providers continue to return inaccurate data, then the same issue with the YPLA setting the wrong funding rates will arise again.
