Dear Colleague,
Following consultation, the Secretary of State for Business, Vince Cable and Skills Minister John Hayes launched New Challenges, New Chances: Further Education and Skills System Reform Plan: Building a World Class Skills System, and the accompanying Skills Investment Statement: Investing in a World Class Skills System.
The reform plan published on 1 December 2011 sets out the Government’s overall strategy for further education and skills for the remainder of this Parliament.
Investing in a World Class Skills System sets out the adult Further Education and Skills budget for the 2012-13 financial year confirming the direction of travel set out in autumn 2010. The principles of fairness and shared responsibility underpin our investment in adult Further Education and Skills.

Policy Tracker for November 2011

Hot Breakfast Summary
Also, a big thanks to all of you who attended our latest Hot Breakfast Briefing yesterday morning on the topic of the Chancellor’s Autumn Statement and potential implications for the world of education and skills.
Please find attached a link to the presentations used and a video recording of the event which we hope may be of use to some people.
By way of summary, we had three presentations. First Steve Besley from the Pearson Centre for Policy and Learning set out the overall context behind the current political and economic scenario and highlighted three crucial policy areas going forward, namely:
Secondly, Louis Coiffait, also from the Pearson Centre for Policy and Learning, outlined some of the associated research activity the Centre is undertaking around areas like careers and enterprise, both important features of the Growth Plan. Thirdly, Andy Palmer, Director of Education and Skills at BT, gave an interesting perspective from that of a large employer, pointing in particular to the importance of apprenticeships and the emphasis on growth.
In a busy session, voting pads were used to test out audience reaction on some of the key issues which the Chancellor had announced. These seemed to suggest, in the session at least, that people were feeling pretty resigned to some of the economic news we’ve just heard but generally hoping things will improve by the second half of next year.

LSIS funding opportunity
An opportunity to act as host for a series of workshops which have developed around the projects and tools which LSIS jointly developed with the sector last year. Providers will be encouraged to work with their Regional Development Managers to be selected.
The one day workshop themes will be
1) Cut costs and increase revenue
2) Planning for the future (strategy, plus operational planning) and
3) Right people, right jobs.
I have attached a copy of the invitation (bidding is by invitation only), and a copy of the application form.
Bids should be submitted to resource.utilisation@lsis.org.uk on the accompanying application form by 12:00 midday on Wednesday 21 December 2011.
Bidders will be notified of the outcome no later than Monday 9 January 2012.
Successful projects will receive funding in the form of a grant. Half will be payable once the bid has been approved. The rest will be paid on delivery of the agreed workshops between mid-February and 30 March 2012.
