THE NOTTINGHAMSHIRE FUTURE JOBS FUND UPDATE
The Nottinghamshire Partnership bid, led by Enable, has passed its first major milestone
of finding employment for 100 local people and is well on the way to reaching 200 jobs.
By 31st May 2010, 172 unemployed young people had been recruited to Future Jobs Fund vacancies, with a further 21 job offers in the pipeline (totalling 193 FJF jobs). There are
currently 105 open jobs, which are jobs that are currently being advertised at Jobcentre
Plus whilst they are also currently working with 66 employers.
All of the jobs secured so far involve work that is of community benefit and are with
a diverse range of Nottinghamshire employers including; local councils, charities,
private and voluntary sector organisations.
Additional funding of £300k has been secured from the County Council’s emda
Single Programme funding to provide a number of add-on enhancements to the
FJF programme. The emda funding is matched with the Department of Work and
Pensions funding.
Other enhancements include funding for the ‘Wheels to Work’ project so that
young people in rural areas can have a moped to get to work and NVQ training.

WORKING LINKS TURNS 10!
More than 8,000 reasons to celebrate
Working Links are celebrating their tenth anniversary by revealing they’ve helped more than 8,000 people into work over the past decade. The organisation celebrated the milestone with an event at the Trent FM Nottingham Arena in June.
Working Links delivers return to work programmes in partnership with Jobcentre Plus across Nottinghamshire, currently helping anyone unemployed – including ex offenders, homeless people and those with drug and alcohol issues – gain sustainable employment. In addition the welfare to work specialists has successfully run employment skills based programmes through the Skills Funding Agency (previously known as the Learning and Skills Fund.) Through this scheme unemployed people have been able to retrain into different career paths, often picking up accredited qualifications along the way.

“Working Links’ success has largely been down to treating each jobseeker as an individual and by giving the one to one support in finding a job that they need. We have gone from humble beginnings at the start to a large operation in Nottingham with two very busy offices but our ethos has always remained the same – ensuring that a job seeker finds the job that they really want to do rather than have to do means that they are more likely to stay in work.”

The Skills Funding Agency has now confirmed the QCF Level 2 Diploma in Business Improvement Techniques for funding where it is offered by those awarding organisations who have this qualification accredited in the Qualifications and Credit Framework (QCF). This is after a period of discussion with SEMTA in connection with the assessment strategy for Business Improvement Techniques and its implications for providers.
The qualification is confirmed for funding for an initial period of twelve months for new starts until 31 July 2011. In advance of January 2011 we intend to undertake a short review of any potential financial implications of the assessment strategy for providers in order to inform decisions on future funding. As part of that review we would like to gather the views of providers delivering the qualification, particularly in regard to the costs of the assessment strategy and the assessor requirements.
More generally we have been discussing with SEMTA the process of funding confirmation for qualifications and once confirmed for funding the qualifications will be eligible for new starts for a period of 12 months. In the main, qualifications will be extended for funding on an annual basis, but we will continue to work with SEMTA to address any concerns around size of QCF provision which may arise and would wish to review these in advance of January 2011.

‘Apprentice’ winner, Tim Campbell, joins Mayor in capital training drive
Boris Johnson's drive to create more apprenticeships and training opportunities across London received a major boost today, with the appointment of Tim Campbell as the Mayor's Ambassador for Training and Enterprise.
Tim is the founder and CEO of Bright Ideas Trust and the first winner of BBC TV’s ‘The Apprentice’. He entered the Apprentice competition whilst he was a Senior Planner at Transport for London.
Initially, the voluntary role will focus on a major campaign to increase the number of apprentices across London and develop the Mayor’s overall apprenticeship strategy. The Mayor also wants to draw on Tim’s unique motivational, business and leadership skills to inspire business and Londoners and companies to develop and become involved in new training opportunities, as well as setting up new businesses in the capital.
The Mayor of London Boris Johnson said: “London’s future prosperity depends on the quality and skills of its workforce and it is essential at this time that we step up a gear in our drive to create more training opportunities across the city. Tim is incredibly suited to this important challenge, bringing extensive business experience and investment in London's aspiring entrepreneurs. The Functional Skills Support Programme is running a series of surgeries on different themes this summer.
As well as the regionally organised surgeries, there will be five national online surgeries that you can access. The aim of the surgeries is to give practitioners the chance to ask questions about functional skills rollout, and help plan and prepare their FS delivery and assessment activities.
Each of the five national surgeries can be accessed online (all you will need is an internet connection) and will be facilitated by an expert on the topic. For more details on the surgeries and how to register interest, see attached flyer.

This may duplicate information that you have already received but better safe than sorry.
As you will see from the following message, Andrew Price, who now works for the Young Peoples Learning Agency, is seeking information about services for those with learning disabilities being run by Voluntary and Community Groups, throughout the East Midlands.
He knows this is significant and therefore keeps lobbying Education funders so they realise that there is much taking place outside the College networks - and outside the traditional statutory Day Centre structure. He is very supportive of the attempts to get Adult Services to engage with Education and Training issues so they recognise the importance of formal training if people are to be helped to move towards paid work or voluntary employment. We need to keep making this point at the LD Boards.
To clarify the statutory position of the YPLA, it is a Non-Departmental Public Body supported by the Department for Schools and Families. It will oversee Local Authorities in their new role of commissioning education and training for all 16-19 year old learners - and also those with learning disabilities up to the age of 25.

Young Persons Asbestos awareness initiative

Please find below information about the HSE Young Persons Asbestos Awareness Inititive:
Each year, approximately 4,000 deaths make asbestos a bigger killer than road accidents, it could be hidden in anything built or refurbished before the year 2000.
The vocational education and training (VET) route has been identified as a potentially effective way of bringing about change with plumbers, joiners and electricians who may encounter asbestos. This is because HSE believes that successfully engaging with the VET sector could allow us
to:
* Identify future 'at risk' workers
* Raise their awareness of health risks
* Educate them about safe working practices
* Change present and future attitudes and behaviour
* Target communications initiatives and tools effectively
A creative agency alongside the HSE have designed an 'Introduction to asbestos package' which is aimed primarily, but not exclusively, at the
16 - 19 age group and will be delivered principally through the vocational education and training delivery route but must also be relevant to, and capable of being delivered through the industry route i.e. workplaces. This package is a 45 minute interactive presentation, lecturer notes, homework sheets, posters and a concertina card.
We have recently piloted the package in a selection of colleges throughout the country, and an external evaluation is currently underway to analyse and assess the project with a view to it being launched nationally in September. The package will be available to download for free from the HSE asbestos web page.

Funded training offer
75% funded training
The Health and Safety Executive has awarded a contract to Premier Partnership to deliver an IOSH accredited training programme. The training is 75% funded by the HSE and has a strong “People Skills” focus with emphasis on communications skills.
A broad cross-section of non-unionised organisations with 20 to 400 employees including those working in construction, transport (anyone on the move), logistics, warehousing and manufacturing qualify.
If you want to start or improve arrangements for involving workers in Health and Safety, this training provides a 2 day workshop (each day 2 weeks apart) for Safety Representatives with an optional 1 day follow up with their line manager.

Mansfield Learning Partnership (MLP) hosted a Youth Conversation event at the Civic Centre on Wednesday 7 July. Mansfield Youth Mayor, Leah Wright, a student at the Manor School, welcomed young people to the event to discuss their views on post-16 education and training.
MLP is a partnership between all secondary schools in Mansfield, West Nottinghamshire College and other training and education providers such as Education Business Futures (EBF, formerly NEBA). They work together to ensure young people get high quality learning opportunities which inspire them to achieve their potential and prepares them for a working environment.
The focus of the Youth Conversation was to talk to young people about their experiences in their first year of post-16 education and training, including the choice of courses on offer, work experience and job opportunities, quality of information and guidance they received, and the overall quality of their learning experience. They, in turn, provided feedback and their views on educational topics, which could make a difference to future generations and shape the Youth Agenda for Mansfield.
Berni Dickinson, director of MLP said “The event was a wonderful opportunity to bring young people together, from a range of post 16 providers, across the Mansfield Learning Partnership. By partners working together, we will have a greater impact on young people’s education and training experience. The majority of young people who participated in the Youth Conversation are 6th formers at Mansfield schools. The Mansfield schools work together to offer a collaborative 6th Form provision, ensuring that young people can choose from a wider range of provision based on the strengths across the school partnership.”

180 million sick days were taken last year costing the UK economy £16.8bn. Nottinghamshire Fit for Work Service is a new free service aimed at helping both individuals and employers to tackle health issues and improve workplace health. Research has found that staying in work pays by:

· Ultimately helping the wellbeing of individuals, their family and friends
Event Overview
This event will feature Dame Carol Black, National Director for Health and Work as the keynote speaker and there will be an opportunity to hear about the Nottinghamshire Fit for Work services:-
· Work Survival - courses aimed at helping individuals to manage their health and work
· Support in Work - 1 to 1 help from a health professional to tackle health issues and stay in work
· Working for Health - independent advice and support for businesses to help develop and retain a healthy workforce
There will also be an opportunity to take part in a discussion forum with Dame Carol Black, author of ‘Working for a Healthier Tomorrow - Review of the health of Britain’s working age population’.
The event is aimed at stakeholders who have a role to play in health, work and wellbeing, including - GP’s and other health professionals, employers, local authorities, third sector organisations, education and employment representative organisations.

Embedding Practical Support for Vulnerable People
This highly practical and pragmatic workshop builds on the foundations laid by related our workshop on “understanding and meeting the latest legal and Inspection requirements for Safeguarding”.
In so doing, this workshop explores how organisations can endeavour to ensure their approaches for safeguarding implementation are well thought through to support individuals; it aims to help organisations prepare better and minimise the risk of incident, poor inspection results and litigation as well as the adverse publicity that can accompany poor performance in the area of safeguarding.
The workshop is designed to identify strategies for improvement to practice - with an increasing number of partnerships and the need to work collaboratively, this is no mean feat. Participants are likely to leave with a variety of answers as well as food for thought; the workshop will include plenty of opportunity to explore, learn and consider new approaches and techniques, challenge existing practice and share information with others.
The Equality Act 2010 - Understanding the Implications for Schools and Colleges
All organisations that receive Government funding are expected to operate to the highest standards in promoting equality and diversity. Government Ministers have already pointed out that with an annual expenditure of around £200 billion every year on goods and services, the public sector has “an important opportunity to use its purchasing power to promote equality”. Existing legal public duties on these procurement or purchasing issues - covering race, gender and disability - are being extended in to cover age, sexual orientation, gender reassignment, religion & belief, now that the Equality Act (2010) has received Royal Assent.
The new Equality Act 2010 is likely to impose new obligations on schools and colleges as well as providing exemptions from some of its general clauses. In addition the way in which some of the general equality clauses providing protection may manifest themselves could be different with in education.
This workshop explores the Equality Act and how it is likely to apply to schools and colleges. It looks specifically at what the new obligations and exemptions are likely to be and how they might impact on these sectors.

I have received a request from CBI (see below) who are gathering data to inform their response to the Low Pay Commission consultation on the national minimum wage. If you have any views or even a case study that you feel relevant, especially concerning the effect on Apprenticeships, could you please send them to me – jbrandon@learningproviders.org – and I will pass them on to CBI. This will also enable me to consider what response ALP might wish to put in to the consultation.

Over the next few weeks, the CBI will be compiling written evidence for the Low Pay Commission (LPC) with recommendations for their approach to the uprating of the NMW from October 2011. I will be drafting this response and am looking for sectoral input via case studies on the impact of the NMW in your sector.
Further to this, the LPC have asked us to address a number of specific questions in our response. This year there is a particular focus on:
If you would be interested in contributing a case study on either of the above points, or any of the questions in the attached consultation, I’d be interested to hear from you. I am happy for the case study to be produced on an anonymous basis, and for you to put us in contact with individual members of your associations if you think they would also be interested. I am comfortable receiving thoughts via email which I will then us to produce draft case studies for your approval, or alternatively you can contact me to arrange a time for a short phone conversation from which the study can be produced.

The attached letter was issued last week by the SFA and Keith Donnelly Skills Champion for Construction has asked me to forward a copy to members. The letter provides useful clarification on transitional arrangements from Construction trades NQF to QCF and how to register learners through the August period particularly on Train to Gain provision.
Keith also asked me to alert sector members that ALP has set a date for the next Construction SIM that will take place in London on the 13th October 2010 from 10.00 to 14.00 and will include an important update from Tom Gibney at Construction Skills on the latest apprenticeship developments. Further details on this and other SIMs will appear in August so please insert the date in diaries now.
